International recognition of Dubai Police
European, Serbian, and Spanish authorities praised Dubai Police for their pivotal role in intelligence sharing and investigative support, highlighting the force’s advanced technical capabilities, rapid response, and strict adherence to international policing standards. The operation reinforced the UAE’s position as a key global partner in combating organised crime, money laundering, and terrorism financing.
Arrest of the gang leader
Dubai Police confirmed that Dordevic’s arrest was coordinated with the Ministry of Interior and Dubai Public Prosecution, based on an INTERPOL Red Notice and fully compliant with UAE legal procedures. Intelligence linked to violent conflicts between the Kavac and Skaljari gangs in the Balkans, which resulted in around 60 victims since 2014, led to his capture. Serbian investigations into a crime in Belgrade on 16 October 2025 identified Dordevic as the leader of the Vraçarci faction, enabling authorities to trace him to Dubai.
Operation “Haris” across Europe
The operation involved Serbian authorities arresting 10 suspects and executing 22 raids, seizing encrypted devices, vehicles, luxury watches, and approximately €300,000 in cash. Spanish authorities detained two additional suspects in Valencia and Barcelona. Dubai Police’s apprehension of Dordevic completed a critical component of the international investigation, securing evidence for judicial proceedings.
Strengthening global security
The Dubai Police General Command emphasised that Operation “Haris” highlights the UAE’s commitment to global security, upholding the rule of law, and supporting international partners in disrupting cross-border criminal networks. Cooperation with Spain included 26 intelligence exchanges, the arrest of 29 wanted individuals, and four successful extradition operations, demonstrating the depth and effectiveness of ongoing international security partnerships.
