Dubai empowers officials to boost urban oversight

Sharjah 24 – WAM: First Deputy Ruler of Dubai, Deputy Prime Minister and Minister of Finance of the UAE, and Chairman of the Dubai Judicial Council, has issued Resolution No. (2) of 2026, granting law enforcement capacity to certain officials within the Dubai Government.

Promoting community partnership and urban development

The Resolution emphasizes community partnership in preserving Dubai’s urban character and advancing the emirate as a sustainable, attractive city with a high quality of life. It aligns with Dubai’s vision to develop smart monitoring and oversight systems that involve the community in addressing negative practices while enhancing transparency and legal compliance.

Role of Dubai Municipality and the ‘Eltizam’ application

Under the Resolution, Dubai Municipality will enable officials with law enforcement capacity to monitor violations via the ‘Eltizam’ smart application. This platform allows government officials, alongside the public, to document practices that may impact the emirate’s urban landscape in a structured and transparent manner.

Marwan Ahmed bin Ghalita, Director General of Dubai Municipality, highlighted that the Resolution strengthens collaboration between officials and the community, encourages positive compliance, and supports Dubai’s ambition to maintain a sophisticated and well-regulated urban environment.

Legislative significance and community oversight

Dr Ahmad Saeed bin Meshar Al Muhairi, Secretary General of the Supreme Legislation Committee in Dubai, noted that the Resolution represents a progressive model for government-community collaboration, integrating legal frameworks with advanced technology and public engagement. This approach fosters a culture of compliance and contributes to Dubai’s goal of enhancing institutional effectiveness, community participation, and quality of life.

Duties and responsibilities of law enforcement officials

Officials granted law enforcement capacity are tasked with implementing legislation related to public cleanliness, ensuring compliance with legal obligations, identifying violations requiring investigation, collecting information and evidence in accordance with approved procedures, receiving and documenting reports and complaints, preserving evidence, and preparing official records. They must uphold principles of integrity, neutrality, and professionalism in performing their duties.

Additional powers and tools

Authorised officials are empowered to seek assistance from police personnel when necessary, engage experts and interpreters, hear and record statements from complainants and witnesses, conduct inspections, request clarifications, and enter authorized locations to gather information. The ‘Eltizam’ application further strengthens community leadership, enabling the public to participate in monitoring activities that protect Dubai’s urban appeal and compliance with regulations.
