The ceremony, held at ADNEC Centre, Abu Dhabi, was attended by Sheikh Khalid bin Saud bin Saqr Al Qasimi; Sheikh Khalifa bin Tahnoon bin Mohammed Al Nahyan; Dr Ahmed Mubarak bin Nawi Al Mazrouei; Dr Sultan Ahmed Al Jaber; along with department chairmen, senior officials, and members of the award’s grand jury.
Leadership vision for excellence
His Highness underlined that the award reflects an institutional approach rooted in the leadership’s vision of embedding excellence, innovation, and positive competition across the government ecosystem. He added that excellence has become a way of life within government work, accelerating the shift towards proactive services that anticipate the needs and aspirations of society.
Evaluation scope and participation
In this cycle, 37 entities and 103 collaborative initiatives were assessed across six awards under two tracks: three Excellence Awards for top-performing government entities and three Collaboration Initiative Awards, recognising cross-entity innovation.
Expert assessment and AI integration
More than 90 local and international experts participated in the evaluation process, supported by a technical jury and a grand jury of distinguished leaders from Abu Dhabi and abroad. The assessment used AI tools to help accurately identify projects that provide real benefits to the public, like improving community health or increasing public safety with new programs.
Top-ranked entities in excellence track
The Department of Health – Abu Dhabi (DoH) came in first place in the Excellence Awards track, followed by the Abu Dhabi Police in second place and the Department of Culture and Tourism – Abu Dhabi (DCT) in third place.
DoH was recognised for delivering strong public health outcomes, including reducing infant mortality from 6.8 to 3.8 per 1,000 births over two years and achieving IVF success rates of 56 per cent.
Abu Dhabi Police was honoured for its community-focused approach, including the "We Are All Police" initiative, which engaged more than 80,000 volunteers from 160 countries and lowered emergency response times to 6.25 minutes in 2025.
DCT was recognised for its integrated tourism strategy, which boosted visitor numbers and GDP contribution, as well as for promoting Emirati culture globally, contributing to three new UNESCO Intangible Cultural Heritage listings.
Strategic impact initiatives recognised
The Strategic Impact Initiative Award went to the DoH Centers of Excellence program and the Abu Dhabi Census by the Statistics Centre Abu Dhabi, which integrated 38 million records from 29 entities, replacing traditional surveys with real-time digital population data.
Digital transformation and AI innovation
The Digital and Artificial Intelligence Initiative Award was presented to TAMM 3.0 by the Department of Government Enablement – Abu Dhabi and the Abu Dhabi Child Insights System by the Abu Dhabi Early Childhood Authority.
TAMM 3.0 integrates more than 1,100 services across 40 entities, serving 3.3 million users and processing 1.9 million AI-driven enquiries annually. The Child Insights System aggregates data from over 14 entities to support tailored services and evidence-based policymaking.
Community and family impact initiative
The Department of Community Development awarded the Al Falah Development Initiative with the Community and Family Impact Initiative Award. Delivered in partnership with 13 organisations and 86 stakeholders, it implemented 24 interventions over six months, improving the quality of life for 67,000 residents through enhanced social cohesion, education, infrastructure, and liveability.
