US President Donald Trump has been pressuring Kyiv to accept a Washington-formulated plan, which Ukraine’s allies have criticised as too favourable to Russia. Trump accused Zelensky of using the war to delay elections, which have been postponed under martial law since Russia’s invasion.
Ukrainian law prohibits holding elections under martial law. However, Zelensky stated he is ready to organise a ballot and is asking lawmakers to prepare proposals for amending electoral laws during martial law.
In recent days, Zelensky visited London, Brussels, and Italy, meeting with European leaders and Pope Leo XIV to discuss Ukraine’s response to the US plan. The proposals involve ceding territories that Russia has not captured, particularly the industrial Donbas region, in exchange for security guarantees, which Kyiv considers insufficient.
Zelensky emphasised that Ukraine has no legal or moral right to cede territories. He stressed the need for clarity on what partners would do in case of further Russian aggression. Meanwhile, President Vladimir Putin referred to eastern Donbas as Russia’s "historical territory."
Trump has alternated between supporting and criticising Ukraine, recently imposing new sanctions on Russian oil firms. He also criticised Europe’s efforts, saying allies “talk but don’t produce.”
Italian Prime Minister Giorgia Meloni supports Ukraine, sending weapons for use inside the country while ruling out troop deployment. One coalition ally, Matteo Salvini, has expressed scepticism about ongoing military aid. Meloni insists Italy will continue providing support as long as the war continues.
