Vyacheslav Gladkov, governor of the Belgorod region bordering Ukraine, stated that 600,000 people were affected by the loss of electricity, heating, and water following the Ukrainian missile attack.
In a Telegram post, Gladkov said teams were working to restore essential services, but the conditions remained extremely challenging.
Footage from Belgorod showed streets without lighting, with residents navigating using torches and car headlights.
The Belgorod region, adjacent to Ukraine’s Kharkiv region and home to a pre-war population of 1.5 million, has faced repeated attacks by Ukrainian forces since Russia’s invasion of Ukraine began in February 2022.
Russia has also repeatedly targeted Ukraine’s energy infrastructure, triggering daily power outages and striking heating systems during the winter months.
An overnight attack on Thursday cut heating to nearly half of Kyiv’s residential complexes, as temperatures across much of Russia and Ukraine have dropped well below freezing in recent days.
