A vision for an AI-powered regulatory ecosystem
Developed by the General Secretariat of the UAE Cabinet in collaboration with Presight (a G42 company) and PricewaterhouseCoopers (PwC), the whitepaper outlines the UAE’s vision for a Regulatory Intelligence Ecosystem. It proposes shifting from fixed regulatory systems to an agile, data-driven model that adapts to the demands of the Intelligent Age, guided by national priorities and the UAE leadership’s vision.
Leadership emphasises future-ready governance
In her keynote address, Maryam bint Ahmed Al Hammadi, Minister of State and Secretary-General of the UAE Cabinet, highlighted the need for regulations to evolve with rapid technological and business changes. She described the UAE’s initiative as the first living and evolving Regulatory Intelligence Ecosystem, driven by people and continuously adapting to change to enhance quality of life and national competitiveness.
Global dialogue and responsible innovation
Al Hammadi stressed that the whitepaper is both visionary and practical, offering a model for how AI can enhance government effectiveness and support responsible innovation. She also invited global collaboration from governments, experts, and the private sector to contribute to the development of intelligence-led regulation.
Industry leaders welcome the initiative
Thomas Pramotedham, CEO of Presight, praised the UAE for setting a global benchmark in AI-driven governance, describing the initiative as a model for responsible and bold AI adoption. PwC leaders also highlighted the partnership’s role in designing an integrated regulatory ecosystem using advanced AI capabilities at national scale.
Introducing pioneering regulatory concepts
The whitepaper introduces several first-of-their-kind concepts, including the Regulatory Intelligence Glossary, designed to unify terminology and methodology among legislators, policymakers, and technology developers.
Unified regulatory digital twin
A key innovation is the Unified Regulatory Digital Twin, a live digital representation of the UAE’s regulatory ecosystem. It monitors changes in real time, analyzes data, proposes amendments, and simulates impacts on the economy and society, while linking to enforcement and judicial mechanisms.
Ensuring human oversight in AI regulation
Recognising the constitutional and human dimensions of AI in regulation, the whitepaper presents the Sovereign Governance-in-the-Loop (SGiL) framework. This ensures AI acts as an assistant, not a replacement, with humans remaining decision-makers at all critical stages to uphold constitutional principles and the legal system.
Future-ready hybrid roles and continuous innovation
The document also highlights the need for hybrid roles combining legal expertise and technology, and introduces a Regulatory Intelligence Innovation Loop to govern the continuous development of AI use cases within the ecosystem.

The UAE positions the Regulatory Intelligence Ecosystem as a globally relevant discipline, designed with openness, bilingual accessibility, and interoperability.
