Videos circulating on social media showed villages submerged and highways engulfed by water in Russia’s Dagestan region in the Caucasus, with overturned cars seen along roadsides. In the regional capital, Makhachkala, part of a multi-storey residential building collapsed.
Authorities said water levels surged following heavy rainfall, flooding streets and residential areas. Two people, including a child, were killed after floodwaters overturned vehicles on a highway, while another person died in a landslide.
Power outages forced the shutdown of several water filtration plants, according to local officials. Thousands of rescue workers remain deployed as more heavy rainfall is expected.
The region had already experienced severe flooding last week, which caused widespread power cuts and led authorities to declare a state of emergency.
