The remarks were made while heading the UAE delegation at an extraordinary Arab League Council meeting at ministerial level, held virtually on 21 April 2026 under the presidency of Bahrain, to discuss developments related to the situation and Iran’s obligations under international law.
The UAE reaffirmed its firm rejection of the attacks and held Iran fully legally responsible for their consequences and repercussions in accordance with international law.
Al Marar said Iran had not complied with UN Security Council Resolution 2817 of 2026, despite widespread international support, and continued targeting civilian areas and critical infrastructure, including energy facilities, airports, ports, communications, housing, and diplomatic missions.
He noted that the attacks caused serious damage affecting air and maritime navigation, energy security, and global supply chains, including disruptions in the Strait of Hormuz, which also threatened international trade and economic stability.
The UAE reaffirmed the right of states to self-defence individually or collectively under Article 51 of the UN Charter. It also called on the UN Security Council to assume its responsibilities, ensure accountability, and enforce compliance with Resolution 2817.
Al Marar warned against using maritime routes as a tool of pressure, stressing that freedom of navigation in strategic waterways such as the Strait of Hormuz is essential for global energy and trade stability.
The Arab League ministerial council concluded by condemning the attacks, affirming solidarity with affected states, and stressing that they represent a violation of sovereignty and international law. It also called for international cooperation, documentation of violations, and legal measures to hold those responsible accountable.
