Sharjah 24: The Ministry of Foreign Affairs (MOFA) and the Sharjah Private Education Authority (SPEA) announced the activation of the service for issuing and authenticating academic certificates through the "Daleel" platform. This follows the signing of a memorandum of understanding for electronic linkage between the two entities, on the sidelines of the fifth Sharjah International Summit on Improvement in Education, held last February.

Solidifying digital integration among government entities

The electronic linkage between the Ministry of Foreign Affairs and the Sharjah Private Education Authority represents a significant step that solidifies digital integration among government entities. It embodies an advanced model of joint government work based on the highest standards of accuracy and reliability in data exchange. This contributes to achieving the objectives of the second phase of the Zero Bureaucracy Programme and strengthens the path of sustainable digital transformation by shifting from the traditional service model to an integrated digital system. This system re-engineers procedures and provides a proactive service experience that saves time and effort for customers and increases their satisfaction with government services.

Supporting the objectives of the "Zero Bureaucracy" programme

In this context, His Excellency Omar Obaid Al Hassan Al Shamsi, Undersecretary of MOFA, affirmed that the electronic link with SPEA embodies the UAE government's vision of building a unified, human-centered digital government system. This system enhances institutional integration, elevates government performance, and opens broader horizons for providing proactive, smart services that improve the overall quality of government experience. He added that this collaboration is particularly important due to its role in supporting the objectives of the "Zero Bureaucracy" programme and its direct impact on streamlining the issuance and authentication of academic certificates for parents, enabling them to complete their transactions quickly and easily. This reflects the Ministry's commitment to developing its services to be more flexible and responsive to the needs and aspirations of the community.

Attesting certificates within a single digital platform

For his part, His Excellency Ali Al Hosani, Director General of SPEA, affirmed that the new service reflects the level of integration between government entities, stating: “This service embodies the fruit of effective integration between SPEA and MOFA, enabling us to unify the procedures for attesting certificates within a single digital platform, thus saving time and effort for parents. We continue to work on developing our digital services to enhance the user experience and raise the level of customer satisfaction, in line with the digital transformation initiatives in the UAE.”

The academic certificate issuance and attestation service reflects the Ministry of Foreign Affairs’ commitment to developing integrated and proactive digital services that elevate the customer experience when applying for government services. It also falls within the Sharjah Private Education Authority’s efforts to build an integrated digital education system based on innovation and service quality, keeping pace with the best global practices in government work.

Saving effort, time and cost

The service also allows parents and students to issue and attest academic certificates electronically through a unified digital window, via a direct electronic link between the two entities, completing a single transaction instead of three. This includes issuing the certificate from SPEA, attesting it from MOFA, and then approving it from the UAE embassy in the destination country, without the need to review the service platforms of each entity separately. This is done by submitting an application through the “Daleel” system, which is a central platform for managing student services and provides a package of digital services related to the educational path, which contributes to saving effort and cost, and reducing the time required to complete the service to only three minutes instead of the six working days that the procedures used to take, with three days inside the country and the same number outside.
