SCC drafts recommendations to support public works

Sharjah 24: The Preparation Committee for Recommendations in Sharjah Consultative Council (SCC) held an extended meeting, on Monday, to discuss the outcomes of the seventh session, which was dedicated to reviewing and debating the policy of the Sharjah Department of Public Works. The discussion formed part of the third ordinary session of the eleventh legislative term.

During the meeting, the committee reviewed key observations and views raised by council members during the plenary session and discussed the main pillars on which the final recommendations will be based, in line with the requirements of urban development and the enhancement of public facilities efficiency in the Emirate of Sharjah.

Attendance and participation

The meeting was chaired by Jasim Mohammed Al Hannawi Al Naqbi, chairman of the committee, and attended by Dr Sultan Khamis Al Zaabi, committee rapporteur, along with members Ibrahim Mohammed Juma Al Mansouri, Issa Abdullah Al Kalbani, Sultan Ali Al Musafri, Dr Obaid Ahmed Khisao Al Naqbi, Mohammed Ali bin Salam Al Katbi, and Meera Khalifa Al Muqarrab, Secretary General of the Sharjah Consultative Council. From the General Secretariat, Othman Hamdi, Secretary, was also present.

Engineer Jameela Al Fendi Al Shamsi, council member and chair of the Public Facilities Committee, also took part in the meeting, supporting integration in the preparation and final drafting of the recommendations.

Strengthening institutional coordination

In its discussions, the committee focused on the importance of strengthening and activating frameworks for institutional coordination between the Public Works Department and relevant government entities through clear and binding mechanisms to coordinate joint work at the planning, design and implementation stages. This approach aims to achieve integration with the emirate’s comprehensive urban master plan, reduce duplication and enhance the efficiency of government spending.

Quality, sustainability and digital transformation

The meeting also addressed the adoption of a comprehensive and sustainable quality system in the implementation of government projects by strengthening technical and supervisory standards and developing preventive maintenance policies. This would help extend the lifespan of facilities, improve operational efficiency and ensure adherence to the highest standards of safety, security and service quality provided to the community.

The committee stressed the importance of promoting the adoption of sustainable construction technologies, the use of environmentally friendly materials, and the rationalisation of energy and water consumption. It also highlighted the need to support digital transformation in project and tender management to enhance transparency and efficiency, raise occupational safety standards, and improve the readiness of vital facilities to deal with emergencies and ensure service continuity.

Next steps

At the conclusion of the meeting, the committee agreed to proceed with drafting the final version of the recommendations, in preparation for presenting them to the council at a forthcoming session for approval. This step is intended to support the efforts of the Public Works Department, entrench the principles of integrated planning and sustainability, and enhance quality of life in the Emirate of Sharjah.
