The meeting formed part of ongoing efforts to develop an integrated system that protects the rights of People of Determination and enhances their participation across sectors, thereby reinforcing Dubai’s position as a global model for inclusive and accessible cities.
Sheikh Mansoor affirmed that Dubai continues to strengthen its approach to protecting the rights of People of Determination through an integrated government framework that places people at the centre of policy and services.
He stressed that empowering People of Determination is a shared responsibility that depends on cooperation between government entities and society to deliver initiatives and services that have a direct positive impact on individuals and families.
The meeting featured presentations from member entities on achievements and initiatives in inclusive education, healthcare, employment, accessibility and public services.
The Community Development Authority reviewed its communication initiative with People of Determination amid recent regional circumstances, completing 10,363 calls to check on wellbeing, identify needs and strengthen communication channels.
The initiative included 693 calls with deaf and hard-of-hearing individuals via the Sanad Relay application and 9,670 calls with people from other disability categories.
Under the inclusive education pillar, KHDA presented initiatives to improve access for students of determination to flexible and inclusive educational pathways, alongside support programmes for Emirati parents and the development of specialised regulatory frameworks.
Meanwhile, Dubai health reviewed healthcare services for People of Determination, including genetic screening programmes, autism assessments, rehabilitation services and specialised academic and research initiatives supporting early diagnosis and treatment.
The Roads and Transport Authority highlighted measures to improve access to transport services and facilities, including free use of paid parking spaces for People of Determination and awareness campaigns on the proper use of designated parking areas.
The authority also reviewed technical integration with the CDA to verify Sanad card validity and initiatives to install monitoring cameras for designated parking spaces.
The committee reviewed updates on inclusive employment initiatives led by the Dubai Government Human Resources Department, including workplace readiness programmes, vocational rehabilitation initiatives and preparations for the Dubai Government People of Determination Forum.
The Dubai Municipality also presented efforts to strengthen the implementation of the Dubai Building Code and to enhance digital integration with Google Maps to identify accessible locations for People of Determination.
The meeting saw the signing of the “Dubai Communicates in Sign Language Pledge”, aimed at supporting the deaf and hard-of-hearing community and promoting inclusive communication and accessibility.
The pledge was signed by several government entities, including Dubai Police, RTA, CDA, Dubai Municipality, Dubai Health, KHDA, DGHRD and the Dubai Sports Council.
During his visit, Sheikh Mansoor toured KHDA departments and offices, reviewing initiatives and inclusive education services for People of Determination.
The tour highlighted KHDA’s efforts to develop flexible, inclusive learning environments aligned with Dubai’s vision to enhance quality of life and to strengthen its position as an accessible, people-friendly city.
