The feature highlights the programme’s role in advancing inclusive education within correctional settings since its launch in 2011, as part of Ras Al Khaimah’s membership in UNESCO’s Global Network of Learning Cities.
Implemented by the Sheikh Saud bin Saqr Al Qasimi Foundation for Policy Research in collaboration with the Ras Al Khaimah Correctional Facility, the programme provides inmates and correctional officers with access to learning resources and psychosocial support, including a 9,000-title prison library, reading spaces, group activities, and counselling services.
The initiative offers educational courses in literacy (Arabic and English), business and office management, ICT, art, mental health first aid, and life skills, supporting rehabilitation and personal development.
UNESCO noted participation by nearly 25% of inmates in library services and over 1,000 inmates completing at least one course, with feedback indicating improved hope and reintegration prospects.
Since joining the UNESCO network in 2022, Ras Al Khaimah has expanded its focus on lifelong learning across all sectors, including correctional facilities, as part of its broader commitment to equitable access to education and human development.
