Sharjah24: The Preparation Committee for Recommendations in Sharjah Consultative Council (SCC) held an expanded meeting at the council’s headquarters to discuss the outcomes of the eighth session, which was dedicated to reviewing the policy of the Sharjah Department of Human Resources (SDHR). The session forms part of the third ordinary sitting of the eleventh legislative term.

Committee members in attendance

The meeting was chaired by Jassim Mohammed Al Naqbi, head of the committee, and attended by committee members Ibrahim Mohammed Al Mansouri, Issa Abdullah Al Kalbani, Sultan Ali Al Musafri, Dr Obaid Ahmed Al Naqbi, and Mohammed Ali Al Katbi. Also present were Engineer Jameela Al Fandi Al Shamsi, member of the Sharjah Consultative Council and Chair of the Public Utilities Committee, Humaid Obaid Al Hammoudi, council member, and Othman Hamdi, Secretary General of the Council.

Shaping comprehensive recommendations

During the meeting, the committee reviewed key observations, proposals, and views raised by council members during the general session. It examined the main themes on which comprehensive and integrated recommendations will be based, aimed at meeting future labour market needs through qualified national cadres.

Focus on national workforce development

Discussions centred on formulating practical recommendations to strengthen human capital, enhance coordination with the private sector to employ Emiratis, and enable government entities to attract national talent. The recommendations also addressed the development of governance frameworks for Emiratisation policies.

Labour market data and inclusion initiatives

Proposals included completing the unification of performance evaluation and promotion systems, analysing labour market data and future jobs to strengthen coordination with academic institutions, and aligning educational outcomes with market needs. The committee also recommended adopting policies to employ and empower people of determination, and establishing a unified smart electronic platform linking jobseekers with employment opportunities.

Final approval of the draft

Committee chair Jassim Mohammed Al Naqbi emphasised the committee’s commitment to formulating realistic and actionable recommendations that support government efforts in human resources development. The committee concluded the meeting by approving the final draft, in preparation for its submission to the Sharjah Consultative Council.
